This tutorial was written in Paint Shop Pro 9 but any version should work fine
This came about just playing in PSP
Supplies & Filters Needed
PSP tube your choice ( No taller than 450 Pixels
Silver Pattern or Gold Pattern
Lace tube
Plug in- SimpleHere
Getting Ready
Using dropper tool pick a light color from your tube for foreground and a darker color for background. Change the foreground to Gradient
Foreground-background Angle 170 Repeats 0 Linear
Open tube of choice, duplicate (Shift + D)close the original.
Resize if needed, Height no taller than 450, Width will self adjust

New image 450H- 425W

Maximize your tube
Edit, copy
Back to new image
Edit, Paste, Paste as new layer

Making sure you our on your tube layer
Effects, 3-D Effects, Drop shadow
V+H 1, Opacity 65, Blur 2
Repeat Drop Shadow only change V+H (Minus)-1

On your Pallet highlight the bottom layer
Using the Flood Fill tool, fill with your Gradient
Layers, Merge, Merge all

Image add borders 5 pixels symmetric checked using White
Using your Magic Wand, select the border
Find your silver or gold texture, set to foreground
Angle 0, Scale 100
Fill your selected border using the Flood Fill tool with your texture
Selections. Invert
Making sure your top lace layer is still highlighted
Effects, 3-D Effects, Drop shadow
V+H 1, Opacity 65, Blur 2
Repeat Drop Shadow only change V+H (Minus)-1
Layers, Merge, Merge All

Image add borders 5 pixels symmetric checked using White
Using your Magic Wand, select the border
Fill your selected border using the Flood Fill tool with your pattern
Selections. Invert
Image add borders 30 pixels symmetric checked using Background color
Using your Magic Wand, select the border
Layers, New Raster Layer

Maximize your Lace tube
Edit, Copy
Back to your new layer
Edit, Paste, Paste into selection

Effects, Art Media Effects, Brush Strokes,
Softness 100,Bristles 76, width5, Opacity33, Length 8, Density 16. Angle 102, color (your Light color)

Image add borders 5 pixels symmetric checked using White
Using your Magic Wand, select the border
Fill your selected border using the Flood Fill tool with your texture
Selections. Invert
Making sure your top lace layer is still highlighted
Effects, 3-D Effects, Drop shadow

Repeat Drop Shadow only change V+H (Minus)-1
Layers, Merge, Merge All

Add your watermark
Layers merge all flatten
Save Header as a JPG we are now done with it.

Width 1250 or your preference ( I have a wide screen so I always use 1600)

Placement Upper left
Layers, New Raster Layer
Find your Lace tube
Edit, Copy

Back to your New Layer
Edit, Paste, Paste into Selection
Selections Select None

Working on same Layer
Effects, Art Media Effects, Brush Strokes,
Softness 100, Bristles 76, width5, Opacity33, Length 8, Density 16. Angle 102, color (your Light color)

Use the slider on your layer pallet and change Opacity to 30
10.
Highlight your top layer (merged) on your pallet
Effects, 3-D Effects, Drop Shadow
V-0 H-2, Opacity 75. Blur 5, Color Black
Layers, Merge, Merge All
Save as JPG
Your now ready to take into Incredimail and assemble
